The idea for this list comes from Alex Nitzman, a Delaware native.  His plan is to create a freeway loop to the northwest of Wilmington, DE, to improve access to that area and serve as another bypass for the downtown Wilmington section of I-95.  In effect, it is basically an extension of the DE 141 freeway.
